Overall, the International Air Transport Association states that airline operators are seen as having the primary duty of securing their passengers, assets, and income. Airlines must create and execute complementary programmes that are compatible with those of the countries from which they operate.

- “Insider threats” / “known insiders” pose possible internal hazards to airlines.
