{"id":15981,"date":"2024-07-31T10:30:51","date_gmt":"2024-07-31T07:30:51","guid":{"rendered":"https:\/\/aviation-news.info\/?p=15981"},"modified":"2024-07-31T10:30:51","modified_gmt":"2024-07-31T07:30:51","slug":"new-aviation-law-could-connect-macao-to-the-us-south-america-and-australia","status":"publish","type":"post","link":"https:\/\/aviation-news.info\/?p=15981","title":{"rendered":"New aviation law could connect Macao to the US, South America and Australia"},"content":{"rendered":"<p>The main thing delaying Macao\u2019s long-awaited Civil Aviation Activities Law is dissent among lawmakers over how long new airlines\u2019 concessions should be, according to local lawyer<br \/>\nWhen enacted, the law will spur competition in Macao\u2019s aviation sector through ending Air Macau\u2019s monopoly over the airport<\/p>\n<p>Macao\u2019s aviation sector could undergo a dramatic transformation once lawmakers finally pass the Civil Aviation Activities Bill, set to end Air Macau\u2019s monopoly status and open the door for other airlines to establish operational bases in Macao.<\/p>\n<p>That\u2019s according to\u00a0<a href=\"https:\/\/bn-ip.com\/eduardo-buisson-loureiro\/\" target=\"_blank\" rel=\"noreferrer noopener\">Eduardo Buisson Loureiro<\/a>, an international lawyer and arbitrator with the Macao-based firm BN Lawyers. His comments came during a\u00a0<a href=\"https:\/\/www.facebook.com\/events\/331698540006409\/?ref=newsfeed\" target=\"_blank\" rel=\"noreferrer noopener\">breakfast talk<\/a>\u00a0organised this morning by the France Macau Chamber of Commerce (FMCC).<\/p>\n<p>Loureiro said the new law\u2019s impact had potential to \u201cbe equated [with] what happened with the casino industry in Macao, which was deregulated in the early part of this century.\u201d In 2002, the SAR\u2019s government opened up the gaming market to foreign firms, resulting in meteoric economic growth and a rapid swelling of the\u00a0<a href=\"https:\/\/macaonews.org\/news\/business\/macao-gaming-revenue-tax-january-may-2024-macau\/\" target=\"_blank\" rel=\"noreferrer noopener\">casino industry<\/a>.<\/p>\n[<strong>See more:<\/strong>\u00a0<a href=\"https:\/\/macaonews.org\/news\/city\/macau-international-airport-passenger-volume-first-semester-2024-macao\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>The first half of 2024 saw airport passenger numbers almost double<\/em><\/a>]\n<p>According to Loureiro, the bill had long-been \u201capproved in general terms\u201d by the Legislative Assembly. However, delays were being caused by disagreements between lawmakers over how long airlines\u2019 concession periods should be. The initial proposal was 25 years, but there had been calls to reduce it to 10. The deal was set to end in 2020 but was extended for three years because of the Covid-19 pandemic, before being extended again in 2023. The concession does not bar\u00a0<a href=\"https:\/\/macaonews.org\/news\/business\/macau-airport-passenger-volume-february-2024-new-routes-macao\/\" target=\"_blank\" rel=\"noreferrer noopener\">other airlines<\/a>\u00a0from flying to and from Macao, but it does prevent them from setting up bases at the city\u2019s airport.<\/p>\n[<strong>See more:<\/strong>\u00a0<a href=\"https:\/\/macaonews.org\/travel\/macau-direct-flights-destinations-macao\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Where can I fly to from Macao? Here\u2019s a list of places you can reach directly<\/em><\/a>]\n<p>AirAsia, for example, had\u00a0<a href=\"https:\/\/macaonews.org\/news\/community\/airasia-waiting-for-government-response-to-macau-base-plan\/\" target=\"_blank\" rel=\"noreferrer noopener\">expressed interest<\/a>\u00a0in having an operational base in the SAR back in 2019, when it expected Air Macau\u2019s monopoly to end the next year. A base would have allowed the carrier to station aircraft, crews and maintenance activities in Macao.<\/p>\n<p>When enacted, the Civil Aviation Activities Law will increase competition in the SAR\u2019s aviation market.
