The collision sent both aircraft plummeting in the Potomac River, killing all 64 people on the CRJ700 and all three crew on the Black Hawk.<\/p>\n<p>Investigators are confident, based on radio altimetry data derived from the FDR, that the Black Hawk was 278ft over the Potomac River when it struck the CRJ700, says NTSB chair Jennifer Homendy.<\/p>\n<p>The NTSB is \u201clooking at the possibility of there being bad data\u201d and whether the cockpit altimeters were showing inaccurate altitude, she says.<\/p>\n<div class=\"story-inlinecontent-placeholder story-inlinecontent-placeholder-completed story-inlinecontent-placeholder-ad story-inlinecontent-placeholder-repeat-true story-inlinecontent-placeholder-refresh-true story-inlinecontent-placeholder-ad-init story-inlinecontent-placeholder-ad-completed story-inlinecontent-placeholder-runoutofslots story-inlinecontent-placeholder-finished story-inlinecontent-placeholder-isempty story-inlinecontent-placeholder-isnotinviewport item-notin-viewport\" data-storyinlinecontainer=\"2\" data-storycustomcontent=\"0\" data-nobackfill=\"0\" data-shouldrefresh=\"0\" data-slot=\"\/13644946\/FlightGlobal\/sidebar2\" data-index=\"5\">\n<div class=\"story-inlinecontent-placeholder-ad-extrahtml\"><\/div>\n<\/div>\n<p>Answering that question is critical to understanding why the Black Hawk pilots were flying so high. The helicopter was traversing a corridor in which it was prohibited from exceeding 200ft unless instructed by air traffic control.<\/p>\n<p>Homendy reveals more details about circumstances leading to the accident, including that the Black Hawk pilots were likely using night-vision googles. Investigators are working to determine if those goggles affected the pilots\u2019 ability to see the passenger jet.<\/p>\n<p>Homendy also says that 5min before the collision, prior to entering the 200ft-maximum-altitude corridor, the pilot flying the Black Hawk indicated that the aircraft was at 300ft, while the instructor pilot indicated being at 400ft. \u201cWe don\u2019t know why there was a discrepancy between the two,\u201d Homendy says.<\/p>\n<p>Just 17sec prior to impact, a controller instructed the Black Hawk to \u201cpass behind the CRJ\u201d, though that command \u201cwas stepped on\u201d by a 0.8sec \u201cmike key\u201d from the Black Hawk and may not have been received by its pilots, she adds.<\/p>\n<div class=\"story-inlinecontent-placeholder story-inlinecontent-placeholder-completed story-inlinecontent-placeholder-isempty story-inlinecontent-placeholder-runoutofslots story-inlinecontent-placeholder-finished story-inlinecontent-placeholder-isnotinviewport item-notin-viewport\" data-storyinlinecontainer=\"3\">\n<div class=\"story-inlinecontent-placeholder-inner\" data-id=\"story-inline-item-3\" data-storyinlineitem=\"3\"><\/div>\n<\/div>\n<p>Additionally, the CRJ700\u2019s pilots had received an audible \u201cTraffic Traffic\u201d warning from their jet\u2019s Traffic Collision Avoidance System.
