Of those participating, 99.5% were in favor, the Association of Professional Flight Attendants (APFA) announced. The 26,000 flight attendants represented by APFA are seeking a 35% raise at the date of signing and yearly increases of 6% thereafter.<\/p>\n<p><b>American Airlines<\/b>\u00a0was\u00a0<a href=\"https:\/\/aviationweek.com\/air-transport\/safety-ops-regulation\/american-airlines-hit-largest-tarmac-delay-fine-date\">fined<\/a>\u00a0a record $4.1 million for tarmac delays by the U.S. Department of Transportation (DOT)\u2014the largest fine ever issued for such violations. The penalty\u00a0covers 43 domestic flights between 2018-2021 that kept passengers on the tarmac for over three hours without providing an opportunity to deplane, in violation of the agency\u2019s rule. All seven days in question involved severe weather, mostly at Dallas Fort Worth International Airport (DFW).<\/p>\n<p>In other airline news, China\u2019s\u00a0three largest airlines\u00a0<a href=\"https:\/\/aviationweek.com\/air-transport\/airlines-lessors\/chinas-big-three-airlines-struggle-profitability-after-slow\">struggled<\/a>\u00a0to return to profitability in the first half of 2023, although losses were cut significantly following the lifting of border restrictions. The big three of\u00a0<b>Air China,\u00a0China Eastern Airlines<\/b>\u00a0and\u00a0<b>China\u00a0Southern Airlines<\/b>\u00a0join\u00a0<b>China Express<\/b>\u00a0and\u00a0<b>Hainan Airlines<\/b>\u00a0in reporting losses.\u00a0<b>Juneyao Airlines<\/b>\u00a0and\u00a0<b>Spring Airlines\u00a0<\/b>are the only Chinese carriers to have posted profits for the first six months of the year.<\/p>\n<p>In regulatory news, the\u00a0<b>European Union Safety Agency<\/b>\u00a0(EASA)\u00a0<a href=\"https:\/\/aviationweek.com\/air-transport\/safety-ops-regulation\/easa-appoints-tytgat-acting-executive-director\">appointed<\/a>\u00a0Director of Strategy and Safety Management\u00a0Luc Tytgat to succeed Executive Director Patrick Ky from Sept. 1 on an interim basis.<\/p>\n<p>The\u00a0<b>Civil Aviation Authority (CAA) of Moldova<\/b>\u00a0<a href=\"https:\/\/aviationweek.com\/air-transport\/airlines-lessors\/moldova-suspends-flag-carriers-aoc-airlines-woes-soar\">suspended<\/a>\u00a0<b>Air Moldova\u2019s<\/b>\u00a0air operator\u2019s certificate (AOC) after the flag carrier was unable to field a single operational aircraft. The airline is in the midst of a financial restructuring and has not flown since May 2023.<\/p>\n<p>The\u00a0<b>African Civil Aviation Commission<\/b>\u00a0(AFCAC), which is overseeing the liberalization of intra-African aviation, has signed a\u00a0<a href=\"https:\/\/aviationweek.com\/air-transport\/airlines-lessors\/qatar-strengthens-african-aviation-ties\">strategic partnership<\/a>\u00a0with the State of Qatar aimed at strengthening Africa\u2019s aviation sector.<\/p>\n<p>In ATC news, travelers heading to and from the UK last weekend faced\u00a0<a href=\"https:\/\/aviationweek.com\/air-transport\/safety-ops-regulation\/atc-technical-issue-causes-uk-airspace-delays\">long delays and disruption<\/a>\u00a0on a busy public holiday after UK air traffic control (ATC) provider\u00a0<b>NATS<\/b>\u00a0had to impose traffic flow restrictions because of a technical problem.\u00a0The issue meant that controllers had to resort to manually inputting flight plan details, severely limiting both departing and inbound flights.\u00a0The problem coincided with the Late Summer Bank Holiday in England, Wales and Northern Ireland.<\/p>\n<p>In aircraft news, A\u00a0<a href=\"https:\/\/aviationweek.com\/air-transport\/aircraft-propulsion\/yakovlev-starts-flight-trials-import-substituted-superjet-100\">new version<\/a>\u00a0of the\u00a0<b>Superjet 100<\/b>\u00a0(SSJ100) regional jet took off for the first time from the airfield at Yakovlev\u2019s factory in Komsomolsk-on-Amur, located in Russia\u2019s Far East, on Aug. 29. The aircraft stayed airborne for 54 min. and climbed to 3,000 m (9,800 ft.), flying at a speed of up to 343 kph (213 mph).<\/p>\n<p>Argentinian LCC\u00a0<b>Flybondi\u00a0<\/b>took delivery of its 13th Boeing 737-800, with 189-seats in single-class configuration. It flies to 17 domestic destinations and three international points in Brazil\u2014Rio de Janeiro Galeao International, S\u00e3o Paulo Guarulhos International and Florian\u00f3polis Hercelio Luz airports.<\/p>\n<p>In sustainability news, a\u00a0<a href=\"https:\/\/aviationweek.com\/air-transport\/airlines-lessors\/minnesota-coalition-forms-scale-saf-supply-msp-airport\">Minnesota coalition<\/a>\u00a0has formed to meet SAF demands of\u00a0<b>Minneapolis-St. Paul International Airport<\/b>\u00a0(MSP). The first-of-its-kind coalition includes\u00a0<b>Delta Air Lines<\/b>, water treatment company Ecolab, power utility Xcel Energy and Bank of America. Leading the coalition, regional economic development agency Greater MSP Partnership says the Minnesota SAF Hub is the first in the U.S. to involve collaboration across an integrated value chain, from feedstock sourcing and processing to fuel production and its use at MSP, in a multi-phase approach to scaling SAF availability.<\/p>\n<p>In airport news, the Airports Corporation of Vietnam\u00a0<a href=\"https:\/\/aviationweek.com\/air-transport\/airports-networks\/vietnam-names-contractor-long-thanh-airport-construction\">awarded<\/a>\u00a0a Vietnam-Turkey consortium VND35 trillion ($1.45 billion) to build part of what will become the country\u2019s largest airport\u2014<b>Long Thanh International Airport.\u00a0<\/b>The first terminal, which will be built<b>\u00a0<\/b>within 39 months, is set to be capable of handling 25 million passengers per year and 1.2 million metric tons of cargo annually. Expected to be fully operational by 2050, Long Thanh Airport\u2014located approximately 25 mi. east of Ho Chi Min City\u2014will have an annual capacity of 100 million passengers and 5 million tons of cargo. Long Thanh is set to replace Ho Chi Minh City\u2019s\u00a0<b>Tan Son Nhat International Airport<\/b>.<\/p>\n<p>Royal Schiphol Group said the first six months of 2023 \u201cmarked the beginning of a turnaround for passengers, employees and the airport\u2019s future plans\u201d as it\u00a0<a href=\"https:\/\/aviationweek.com\/air-transport\/airports-networks\/schiphol-airport-passenger-traffic-yet-reach-2019-levels\">published<\/a>\u00a0first-half (H1) numbers for\u00a0<b>Amsterdam Schiphol Airport<\/b>.
