Aviation experts weigh in after Horizon Air flight scare"},"content":{"rendered":"<p>Air aviation news &#8211; The attempt by an off-duty pilot to shut down the engines of a U.S. airliner in midflight highlights the threat that insiders pose to aviation safety with their ability to go where passengers are prohibited.<\/p>\n<p>Events like the one\u00a0<a role=\"link\" href=\"https:\/\/alaskapublic.org\/2023\/10\/23\/off-duty-alaska-airlines-pilot-accused-of-trying-to-shut-down-jets-engines-in-flight\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sunday on a Horizon Air jetliner<\/a>\u00a0are very rare, but they are potentially devastating.<\/p>\n<p>The captain and co-pilot prevented disaster by subduing the off-duty Alaska Airlines pilot who \u2014 from his perfect vantage point in the cockpit jump seat \u2014 tried to cut fuel to the engines.<\/p>\n<p>\u201cWe\u2019re just lucky he wasn\u2019t flying the plane when he decided to do this. What\u2019s going to stop that?\u201d said Jon Loffi, a longtime law enforcement officer who teaches aviation security at Oklahoma State University and wrote a paper on identifying insider threats.<\/p>\n<p>There is something of a see-something, say-something mindset in aviation, where employees are encouraged to voluntarily report anything that raises a safety concern, including suspicious behavior of colleagues. It\u2019s not clear how often that happens, however \u2014 if ever.<\/p>\n<p>The pilot who was arrested after Sunday\u2019s flight didn\u2019t appear to raise alarms. Neighbors and fellow members of a flying club where he was an instructor described him as a great guy who was obsessed with safety. The pilots who let him in the cockpit Sunday said they didn\u2019t see anything out of the ordinary before takeoff.<\/p>\n<p>Pilots are required to undergo\u00a0<a role=\"link\" href=\"https:\/\/www.faa.gov\/pilot-mental-fitness\" target=\"_blank\" rel=\"noreferrer noopener\">psychological screening<\/a>\u00a0as part of their regularly scheduled medical exams. The pilot involved in Sunday\u2019s incident got his most recent exam in September, according to Federal Aviation Administration records.<\/p>\n<p>However, the pilot,\u00a0<a role=\"link\" href=\"https:\/\/alaskapublic.org\/2023\/10\/24\/fbi-i-am-not-okay-off-duty-alaska-airlines-pilot-said-before-trying-to-turn-off-jet-engines\/\" target=\"_blank\" rel=\"noreferrer noopener\">Joseph David Emerson,<\/a>\u00a0told police that he had been depressed for about six months \u2014 starting long before his last medical exam \u2014 and was having a \u201cnervous breakdown,\u201d according to an FBI agent\u2019s affidavit.<\/p>\n<p>During FAA-required exams, pilots are supposed to go through an interview and report whether they have received psychiatric treatment and what medicines they take. The FBI agent\u2019s affidavit didn\u2019t indicate whether Emerson was being treated for depression.<\/p>\n<p>The FAA says its approved medical examiners are trained to gauge a pilot\u2019s mental health.<\/p>\n<p>Airlines frequently conduct their own interviews that include a psychological evaluation, \u201cbut most of those are to determine whether the pilot is a good fit for the company, not whether they are mentally unstable,\u201d said Jeffrey Price, an aviation-security expert at Metropolitan State University of Denver.<\/p>\n<p>The Horizon close call could result in the re-examination of the practice of letting off-duty pilots or other airline employees sit in the cockpit jump seat.<\/p>\n<p>Air travel changed after the 9\/11 terror attacks. The Transportation Security Administration was created to screen passengers. Cockpit doors were hardened. For a time, jump-seat riders were banned.<\/p>\n<p>Pilots fought to restore their ability to hitch a ride in the cockpit. Many of them commute to their jobs, and letting them use the jump seat means the airline doesn\u2019t have to bump a passenger off a full flight to make room for a pilot.<\/p>\n<p>\u201cI\u2019m afraid this will put that privilege in jeopardy now,\u201d said Ross Aimer, a retired airline pilot who is now CEO of an aviation-consulting firm. He said air travel won\u2019t function \u2014 \u201cit will come to a grinding halt\u201d \u2014 if off-duty pilots can\u2019t use the jump seat to commute to work.<\/p>\n<p>Airlines must approve people to sit in the jump seat, and pilots wishing to do it must present their credentials to the crew. The captain can deny access.<\/p>\n<p>\u201cOur flight crew vetting system is just that \u2014 it\u2019s based on trust,\u201d Price said. \u201cWe have to trust personnel to a certain extent, or the system doesn\u2019t work.\u201d<\/p>\n<p>Loffi, the Oklahoma State professor, said banning pilots from the jump seat would be silly because a pilot intent on crashing the plane could simply wait until their turn to operate a flight.<\/p>\n<p>Investigators concluded that is what happened on board a Germanwings plane in 2015. They determined that the co-pilot\u00a0deliberately crashed the plane\u00a0in the French Alps. The man had been treated for suicidal tendences but did not tell the airline.<\/p>\n<p>A FedEx pilot riding on a cargo plane tried to kill the crew and crash the plane in 1994 but was stopped by the on-duty pilots. In 1987, a fired employee who still had his security badge hijacked a Pacific Southwest Airlines jet, which crashed in California, killing everyone on board.<\/p>\n<p>On rare occasions, other employees including a mechanic have been\u00a0<a role=\"link\" href=\"https:\/\/apnews.com\/article\/ce13931c2dae4bd482d9ace2ce28db92\" target=\"_blank\" rel=\"noreferrer noopener\">accused of sabotaging planes<\/a>.<\/p>\n<p>Loffi said pilots could be subjected to more rigorous psychological examinations, as is often done with police officers, but that\u2019s not foolproof either.<\/p>\n<p>\u201cI think we\u2019re doing a pretty good job of managing the insider threat,\u201d he said. \u201cHow often does this happen? Darn seldom. And it\u2019s just so hard to predict this kind of behavior.\u201d<\/p>\n<p>Transportation Secretary Pete Buttigieg said the FAA will look into \u201cany safety considerations\u201d that come out of investigations of the Horizon Air incident.<\/p>\n<p>Security experts say it would be difficult if not impossible to stop every determined criminal or terrorist who targets aviation. They say there are steps that could make such an attack more difficult, but they would come at a cost of time and money.<\/p>\n<p>One possibility is to make airline and airport employees go through the same type of security checkpoints as passengers. Currently many of those insiders can go behind security perimeters with the right credentials.<\/p>\n<p>Federal law requires that people seeking to work in secure areas of an airport must pass a criminal-records check and a \u201csecurity threat assessment\u201d that includes checking their names against a terrorism watch list. The vetting is conducted by the Transportation Security Administration.<\/p>\n<p>The off-duty Alaska Airlines pilot who was arrested Sunday joined Horizon as a first officer or co-pilot in 2001. In 2012, he went to work at Virgin America, which was bought by Alaska in 2016. Emerson was promoted to captain in 2019.<\/p>\n<p>Alaska Airlines said Emerson met all requirements for medical exams \u201cand at no point were his certifications denied, suspended or revoked.\u201d<\/p>\n<p>Alaska said Tuesday that Emerson was \u201crelieved from all duties\u201d on Sunday, the day of the flight. His next flight had been planned for Thursday. The airline indicated it was talking to the pilots\u2019 union \u201cregarding his employment status.\u201d<\/p>\n<p>On Tuesday, Emerson was being held in the Multnomah County, Oregon, jail on one federal count of interfering with a flight crew and 83 state counts of attempted murder, a felony, 83 counts of misdemeanor reckless endangerment, and one count of endangering an aircraft, a felony. He was due to be arraigned Tuesday in Portland.<\/p>\n<p>Emerson\u2019s neighbors in Pleasant Hill, California, a suburb about 30 miles east of San Francisco, describe him as friendly, and officials of a local flying club say he is meticulous about safety.<\/p>\n<p>\u201cNo sign he was off. Nothing,\u201d Karen Yee, a neighbor whose grandchildren play with Emerson\u2019s two elementary-school kids, told The (San Jose) Mercury News. \u201cHe is everything you would want to have in a good neighbor. We see him over the fence and on walks. Great guy.
